Your best bet is to call your local police department and ask because they may be legal as long as they have the (DOT) stamped on them and many newer vehicles have clear tail lamps from the factory and so those would be legal....
That is if you are talking about lens covers only and not bulbs..
Clear tail lights are not legal anywhere my friend.
