Are clear Euro tail lights illegal in Hawaii?

Just as the question asks. A friend of mines wants to put some on his Honda CRX, but he can't find anything about it being legal or not in Hawaii.

Aloha: You need to take the light (if you have it) and go to reconstruction, to make sure it can be used. I did see a few when I was last in Hnl but not many. It also says on the light DOT approved. If you don't have the lights, still go to reconstruction, show them a picture and be sure it says DOT approved ( Department of Transportation.) The light it's self is red, the covering is clear. tail lights i don't think so if they where red i would assume they are legal but clear? idk.
